Exchange Traded Concepts and xETFs have launched NECK, an actively managed ETF on NYSE Arca built around one idea: in the AI build-out, whoever controls the scarcest input has the leverage. “The AI buildout can only move as quickly as its scarcest inputs allow,” says Johnny Wu, founder and CEO of xETFs. “Those constraints will not remain fixed.” What it targets NECK is meant to look past the obvious AI names to the pressure points, meaning companies where supply lags demand, pricing power is shifting, or the position is hard to copy.

Sivers Semiconductors, the Swedish photonics and wireless chip company listed in Stockholm, is reshaping its leadership team. It says it’s moving from development into commercial growth. “We are strengthening our senior leadership team to help drive that next phase,” says CEO Vickram Vathulya. Who’s coming in Marc Pegulu becomes managing director of Wireless on September 28. He has more than 25 years in RF, wireless and mixed-signal technology, with senior roles at Semtech and Qorvo across several markets and regions.

The wire on Tuesday read like a map of where the money is actually going. Not into models. Into the layers underneath them. Amkor put the largest number on the board, confirming Phase 2 of its Arizona advanced packaging and test campus and expanding the investment to $12 billion. Packaging has been the quiet constraint on accelerator supply for two years now, and a domestic campus at that scale says the constraint is expected to persist well past the current product cycle.

Three financings in one session, all pointed at the same physical problem. Eliyan raised a $145 million Series C at a $1 billion valuation to license technology and build physical chiplets that ease data transfer bottlenecks between AI dies. GlobalFoundries is set to receive $300 million in CHIPS Act funding to advance silicon photonics research aimed at more efficient AI data centers. ChipAgents raised a $60 million Series A2 led by B Capital, taking an expanded round to $134 million, to apply agents to chip design itself.
