Amkor Adds $12 Billion in Arizona as AI Capex Shifts to Packaging, Optics and Power
The wire on Tuesday read like a map of where the money is actually going. Not into models. Into the layers underneath them.
Amkor put the largest number on the board, confirming Phase 2 of its Arizona advanced packaging and test campus and expanding the investment to $12 billion. Packaging has been the quiet constraint on accelerator supply for two years now, and a domestic campus at that scale says the constraint is expected to persist well past the current product cycle. Upstream of it, Intel Foundry and ASML said they would work together on industry readiness for High NA EUV, which is the same story told at the front end of the line. The tools and the assembly floors are being committed to now for silicon that ships years from now.
Optics is where the venture money went
Three separate items in one day, all pointing at the interconnect problem. Celero Communications raised a $275 million Series C after validating what it describes as the industry’s first 2nm coherent DSP silicon, a large round for a component nobody outside the industry can name. Semtech announced parts aimed at 224G optical connectivity on the same day it shipped a 10G PON chipset for 50G OLT modules. HyperLight brought VentureTech Alliance into its Series C to push thin-film lithium niobate deeper into the semiconductor supply chain, and Quintessent added leadership to support its optical data centre interconnect business.
Compute has stopped being the hard part. Moving data between racks fast enough to keep the compute busy is the hard part, and capital is repricing accordingly.
The same logic shows up one level higher in work by Meta and Panmnesia on extending tight coupling beyond the rack using CXL, published by invitation from Nature. Treating a whole facility as one addressable machine is an architectural answer to the same bottleneck the optics companies are attacking with hardware.
Power stopped being a footnote
Solaris Energy Infrastructure raised its 2026 guidance and initiated a first-quarter 2027 outlook, which is the sort of unglamorous confirmation that carries more information than most vendor announcements. Distributed generation for data centre sites is now a business with visible forward bookings. Further out on the curve, ONE Nuclear advanced a 1 GW small modular reactor project inside its Louisiana development platform. Whether an SMR ever powers a training run is an open question, but the fact that developers are structuring gigawatt projects around this demand tells you how utilities are reading the load forecasts.
Sovereignty as a product category
Palantir and Nebius partnered to deliver what they call a complete sovereign AI stack to Palantir customers, and in Amsterdam the IOWN Global Forum gathered vendors to work through sovereign AI infrastructure problems. Two years ago sovereignty was a procurement caveat in European tenders. It is now something companies build a stack around and sell.
Washington kept writing cheques in a different corner of the same field. D-Wave finalised a definitive agreement with the Commerce Department worth up to $100 million on the same day PsiQuantum finalised its own $100 million award from the department. Whatever the merits of either technology, two finalisations landing together looks like a policy clock rather than a coincidence.
The item worth watching for the longest is the smallest. DC BLOX launched a community commitment formalising what it pledges to the neighbourhoods where it builds. Operators do not draft documents like that when siting is easy. Every megawatt in the paragraphs above has to land in somebody’s county, next to somebody’s substation, and that is the constraint no amount of venture funding routes around.
