Waymo Returns to Phoenix Freeways, DoorDash Gets Part 135, and the FCC Closes the Border to Foreign Robots
Three regulatory outcomes in one day, all involving who is permitted to move goods and people through American infrastructure without a person in control.
Waymo has begun gradually resuming freeway routes, starting in Phoenix, more than two months after suspending them to improve performance around construction zones. DoorDash received Part 135 air carrier certification from the FAA, allowing it to operate a drone delivery service, with a launch planned for the fall. And the FCC banned foreign advanced robotic devices, defined as any new ground-based, software-controlled wireless robot weighing more than 4.4 pounds.

The Waymo suspension was the more informative event
Voluntarily withdrawing from freeway operation for two months over construction zone performance is the kind of decision that does not appear in a marketing deck, and it tells you more about the state of the technology than any mileage figure. Construction zones are the hardest sustained problem in highway autonomy: temporary lane geometry, human flaggers whose gestures carry legal authority, inconsistent cone placement, and no reliable prior map. A system that handles them badly at freeway speed produces a category of incident that ends a programme.
Resuming gradually and in one metropolitan area is the correct sequencing. Freeway operation is also where the commercial case gets decided, since airport runs and cross-town trips that currently take surface streets are the routes with the fare density that makes the unit economics work.
Part 135 is the harder certificate
DoorDash holding Part 135 air carrier certification matters more than the delivery launch it enables. Part 135 is the framework for on-demand commercial air carriage, and holding it means the FAA has accepted an operations manual, maintenance programme, training system, and management structure. It is the same certificate class that governs charter operators, and it puts the holder inside a regime with recurring inspection obligations rather than inside a waiver.
For the delivery sector this converts drone service from a pilot programme into a licensed operation with a compliance department attached. The operators without that certificate are competing on a different regulatory footing, and closing that gap takes years rather than quarters.
The ban lands on warehouse operators
The FCC’s robot rule will be discussed mostly in terms of consumer devices, because the 4.4 pound threshold captures household machines and that makes for a clearer story. The commercial exposure is larger.
Ground-based, software-controlled wireless robots over 4.4 pounds describes most of the autonomous mobile robot fleet installed in distribution centers, a large share of inspection platforms used in industrial facilities, and the sidewalk delivery machines several operators have deployed in university towns. The rule applies to new devices, so existing fleets continue, but replacement units, spare inventory, and planned expansion all now depend on where the hardware was made and how the authorization process treats it.
Logistics operators should treat this as a procurement and continuity question rather than a policy debate. The near-term work is establishing origin for every fielded platform and identifying which vendors can supply compliant replacements at all.
